Phyllis Garcia is the Senior Director/Treasurer of the San Antonio Water System (SAWS). In this capacity, she is responsible for the operations and policies relating to the treasury functions, including cash and investment management, capital financing, grants, and payment processing, as well as pension plan management.

Since joining SAWS in 2002, Ms. Garcia has managed the issuance of over $6.7 billion in revenue bonds financing many important water and wastewater projects. She currently manages a $3.0 billion revenue bond portfolio, a $500 million tax-exempt commercial paper program, approximately $1.5 billion in cash and investments, and the receipt and disbursement of funds for a public utility with an annual budget of over $1 billion.

Prior to joining SAWS, Phyllis worked for United Services Automobile Association (USAA) a diversified financial services company for ten years.

Phyllis earned a Master of Business Administration from The University of Texas at San Antonio and a Bachelor of Business Administration – Finance from The University of Texas at Austin.

Phyllis is a member of the Governmental Finance Officer Association, Women in Public Finance, and current member of the Environmental Financial Advisory Board to the U.S. EPA.
