After founding Estrada Hinojosa in 1992 where he led managing the firm’s transactions and growth of the firm, Mr. Hinojosa agreed to sell and help launch the new TRB Capital Markets Division for Texas Regional Bank and serve on its Bank’s Board of Directors.
During his 32-year tenure as founder and CEO of Estrada Hinojosa, the firm completed over 2,600 municipal advisory and more than 4,900 underwriting transactions exceeding $690 billion in total par value. These transactions supported numerous issuers in the construction of essential infrastructure, including airports, jails, colleges, county courthouses, marine ports, schools, toll roads and bridges, utility systems, stadiums, and arenas among others.
In 2025 with TRB, Noe helped lead the new Capital Markets Division by creating four verticals consisting of Municipal Underwriting (Negotiated and Competitive), Private Placements, Municipal Advisory, and Sales & Trading, catapulting the firm to a new record year and its 34th year of consecutive profits.
Noe has served in numerous industry boards including SIPC, where he was appointed by the President and confirmed by the US Senate, the legacy BMA where he helped create SIFMA and serving as a founding board member, the BDA, and the Texas MAC.
In 2025 and in recognitions for his contributions to the industry spanning over three decades, Noe was inducted nationally to the prestigious Bond Buyer’s Hall of Fame making him just the 2nd Texan and 1st Hispanic to be given this recognition.
As an active member of the community, Noe has been involved with the Dallas chapter of the Boy Scouts of America, the Texas Presbyterian Foundation (a faith based investment fund), Forefront Living (a faith based senior care organization), and Mi Escuelita an organization that teaches children how to read, write and speak English and basic math before entering elementary school.
Most recently the Dallas Hispanic Chamber of Commerce honored him with the Quality and Excellence Legacy Award for being a leading voice and advocate for Hispanic business excellence helping transform the Dallas economic landscape.
A Brownsville, Texas native Noe, is a graduate of Pan American University, now the University of Texas Rio Grande Valley, where he’s a Distinguished Alumnus.
Noe and Marcia, his wife of 38 years, reside in Texas and have two children Mary Hinojosa Kelly, a Muni banker, Houston resident and a Bond Buyers Rising Star; and Noe III a bond lawyer and Dallas resident.
