Joseph W. Neeb serves as City Manager for Laredo, Texas, the nation’s largest inland port and a primary gateway for U.S.-Mexico trade, supporting more than $300 billion in annual commerce. He oversees municipal operations, capital planning, and financial strategy for one of the fastest-growing trade corridors in North America.

Neeb leads the City’s approach to infrastructure investment, revenue management, and long-term fiscal stability, including oversight of trade-driven revenues such as the international bridge system. His work focuses on aligning capital improvement planning with changes in federal policy, tariff structures, and global supply chain shifts.

He provides executive leadership on public finance strategy, including debt planning, maintaining strong credit ratings, and balancing growth with disciplined financial management. Neeb works closely with financial advisors, underwriters, and rating agencies to ensure Laredo remains competitive, resilient, and well-positioned for continued economic growth.
