Arthur Kimball-Stanley is a senior counsel in the Norton Rose Fulbright Austin office. His practice is focused on helping governments and other public entities, utilities and non-profit institutions access capital markets in the United States. He has represented states, municipalities, and public authorities, as well as a variety of non-profit institutions in higher education and healthcare, in structuring and implementing financing programs.

In addition, Arthur has represented major financial institutions in the structuring and underwriting of debt instruments, lending facilities and related financial products in the public finance and public-private partnership sectors. His practice involves both the negotiation and drafting of transaction documents, as well as advising clients on state law, federal securities law and related regulatory matters in connection with public finance transactions. He has also represented institutional investors and bond trustees in connection with workout negotiations and insolvency proceedings regarding public entity credits. He particularly enjoys working with both public entity and financial institution clients on initiatives to design and implement new borrowing programs or to modify existing borrowing programs to achieve new policy goals.
